Data residency in EU, Canada and Japan

ChatGPT Enterprise added EU data residency in 2024 and Canadian and Japanese residency through 2025 and 2026. The data residency option commits OpenAI to processing and storing customer data within the selected geography, which addresses GDPR, the Canadian PIPEDA, and the Japanese APPI requirements for most enterprise buyers. Residency is configured per Enterprise tenant and applies to chat data, file uploads, and custom GPT data.

The residency premium is approximately 8 to 15 percent above the standard Enterprise unit price. For other organisations, the residency premium should be evaluated against the legal team's actual data classification of the workloads moving to ChatGPT.

The sub-processor question: OpenAI's data processing agreement names Microsoft Azure as a sub-processor for compute.
